Can't Excute cron.php

Hello,

I'm trying to update my Ranking in the website, and for that I have to excute cron.php.
I'm tring to excute this command from cmd: C:\xampp\php\php.exe -f C:\xampp\htdocs\cron\cron.php

the msg i get after excuting this command is like in the pic:

And nothing is changed, my ranking is not updating... I'm using windows serv 2012 R2.

Anyone can help me with this problem?

how he did the live updating so u might do the same on ur rankings

I think there is a batch file in WebEngine for this.

It is solved, the problem was because I had Enable Auto Ip Block.
