How to bind EFX to EBM? (non-item file, decoraction)

Hi everyone,

With all regards to the forum rules, I must say I did look for more info that involve a reply to my question, however, found something but not much related to the case I am having.

So here is the case:

I would like to add snow effect to the war lobby.
So war lobby has several files, and I am in particular interested in one with the following name:
war_lobby_center.ebm (Cabal\Data\Object\Object\war\war_a\robby)


And as for the snow effect:
snow_blow.efx (Cabal\Data\Object\Object\object_fx\snow)

Think it would be nice to have snow effect in there?

Hence, I am looking forward to getting more info and help but please keep it in a full form, e.g. all what it includes in the process to make it happen.
