Stigma and Rank

Hello guys i hope someone can help me here please i'm begging for help.

1. The skills cant be chargeable.


2. If u equip one skill example: Lightning Arrow you will get the skill after that if u take the skill off the skill can be used and u can put another stigma in place basically you can use all stigmas. (Critical)


3.The rank: even if u have 0 GP and low AP u can be commander or governor my toon have 0 GP and 3k AP and is commander xD. I dont know maybe is because is a ADM account?? No?
