u must go data/commonserver.cfg
search chocolate or fortune pouch etc and you have settings there where you can make it drop 100% = 10000
but your files have different configs so we go back to SCFData\items\scf itemdroprate.cfg

u only have to change 100 to 10000
10000 = max and will drop 100% from the monsters
i recommend you learn this file and test drops because its not hard to add custom drops like that.

if u put MobID 365 then MinLvl and MaxLvl must go back to -1 -1
or just use monster Level, i mean use only 1 config to target which monster to drop the item from not both.
then in pinkchocolatebox.txt
put this

also in scf_itemdroprate.cfg
if 10000 dont work u must try 6009 (which is also very high rate) u can test it.
10000 dont always work on every files, in my repack i use 6009 and items drop always.
About Box of Luck you must do same config to drop other item like pinkchocolatebox and put in itemdroprate.cfg budge dragon mob id or level to make it drop.
