Well, that's kind of odd. The file you need to put in your bin/debug/extra folder would be the figuredata.xml.
I used to experience the same issue as you, and realised that I have copied the wrong figuredata.xml over. Do double check on it again.
It might also be a good idea to check the figuredata.xml/figuremap.xml link on your client and external_variables (and external_override_variables), as it may be accessing the wrong figuredata.xml/figuremap.xml file; hence causing the stated issue.

Its because you have those certain clothes in the clothing_items table, and I think there is a bug where the emulator reads the clothing_items table and ignores the "sellable" tag inside your figuredata. Also why it gives you random clothes as a replacement is because of the anti mutant, so people cant equid clothing you want to be purchasable (like rares). After youve emptyed the clothing_items you need to do :update_mutant
