I moved this where it belongs, please post in the correct sections next time otherwise i will have to infract you.
This would require quite a bit work.
Now my thoughts would be:
It is possible to have a user upload the icon to a server which runs an api virus scan and then store it to the servers resource or sql. Then if the icon is not found for the guild, you can request download information from the server and then save it on the clients side after it reads it to the clients memory.
