Unpack it and overwrite your gameserver folder it contains 3 files with fixes
It fix Buffs,Quests Issue,Damage and some missing Npc in start Zone for some Quest and fixed some Database Loads!

Fixed:
CMDoAction.java (load buffs,Damage corectly and skills)
QuestData.java (load Quests corectly)
PcActionPackage (added missing Names to Database)
regionclientdata.xml (fixed Npc under the maps)
Could it have been more specific? What classes have been modified?

it would be much better if you share HOW to fix it on source, so we all can apply it on our source.

People forget this new database has a problem with main quests crashing upon choosing rewards, but not all of them, if the buffs get fixed and the quests, then it will be completely playable i believe
Damage Problem fixed check it guys! About Quests i need id of quest which is bugged to fix it!

And sems after my Database Update quests work perfectly i check more!
only boss i tested is Dastard Bheg .just stand do nothing
