Delete character

If the character deletion level is 400 or more, it can not be deleted. Please tell me how to fix this igc s9 Thanks

Couldn't this easily be resolve just by resetting the character to level 1? Most people if they play with a character all the way to 400 i don't think they are going to delete it.
