[RELEASE] Point Blank Mod Tools (i3pack Edit, PEF Decrypt/Encrypt...)

I've found some bugs, but most of them you can fix by adding "Boost Library".

Tutorial:

1. You gonna need Visual Studio 2015 or Up.
2. Open the project.
3. Go to Project > Manage NuGet Packages
4. Search for boost.
5. Install the last version and restart the VS.
