[Help] Web can't connect on DB

i need help webengine cant connect to my db
may port 1433 it open via port checker
using Windows Server 2012 R2
SQL TCP/IP - enable
Named Pipes - enable

but when i use IGC.EssentialTools using port 1433 works fine. is there anything todo with sql settings?
