I solved the problem replace Quest.scp with thisQuote:

Try to understand how quests working. Replacing files with different files are not a good idea. It just unsync other quests and get more bugs as fixes. Just go to quest.scp and search for quest id and special mob id from this mob. There will be a 5... just change it to 10... its a easy fix.

I looked through your scp and see alot of unsyncs. But even if i would post the lines... u wouldnt believe me. :P so pls quest from 1 to 200. U will easily find some bugged quetss like normal quest lvl 98 "How to fight the Cold". Try it. Maybe i am wrong...
