Maybe you should actually follow any tutorial guide and start the server?
I mean, is not that hard if you know some basics like port forwarding, some technical English vocabulary from tutorials, SQL Database management, etc.
Why do you need someone to create your server? There are tons of free files and guides on how to do it.
If you do not even learn the basics then you will not be able to manage it anyway.
