PCs suck for Beat em Ups, but if you must I would suggest trying out the Emulator CPS2 [Arcade Emulator for likes of Capcom and SDK, e.g. - Marvel vs Capcom, SF series, etc. etc.]
Has good Net play and decent community, but I will not say anything else - since discussion of Roms is sort of illegal... ;)
