All Ragnaork Private Servers is Illegal,
but using Aegis some is MORE Illegal !!
eAthena = Most Custom / Unstable
Aegis = Limited Custom / 100% Stable wich dedicated Server.

"The leaked Aegis was obtained when a hacker group loosely affiliated with the Apez group infiltrated the Chinese Ragnarok servers, using a new IIS exploit that was not patchable in China at the time due to export restrictions of the US government. During the infiltration a subset of the hacker group deliberately attacked the Chinese gameservers by logging in as GMs and causing public disturbances. GM passwords were also leaked to other groups to increase the confusion, with the story that they were found by the GMs running keylogger trojans sent to them via email. The disturbances successfully distracted the administrators from noticing the real objective of the attack, the acquisition of the Aegis software. Not only the software but authentication information for Gravity's private server-update service was obtained, and subsequent updates were obtained in this manner for some time. The hackers also obtained documentation and private information related to the operation and administration of the Aegis and Gravity itself, and copies of the entire player database (including the real names, addresses, and passwords of the players.) The hole the hackers used was subsequently discovered by other groups, but the original group had changed the network configuration to prevent the subsequent groups from obtaining the Aegis. They wanted to keep it secret and use it as a model to develop more efficient private-server software. A set of three test servers were initially set up, one named "Midgard" (The stolen server's original directory name) in Germany, one named "aRO" (named after Apez) in England, and one named "Tsukasa" (named after the .hack//Sign character of the same name) in America. Only the aRO server was shown to outsiders, with the story that it was a new closed-source server emulator coded by the hacker group. They successfully kept their secret for about a month until the Aegis was accidentally left on a shared FTP server. Another person from Apez itself noticed the Aegis folder, realized what it was, and posted it to Kazaa in a bid to expose the aRO supposed server program as a fraud and discredit the shadow group. The Aegis spread world-wide in a matter of hours. The leaker was subsequently ousted by the Apez community - The higher-ups shunned him for his mistake, and the junior members were too busy playing with the Aegis to care about his story. In the aftermath many of the planned private server projects were shelved, most due to the immediate decrease in demand for them, and some for fear of Gravity's growing awareness of their existence. Subsequent releases have been obtained by similar methods, or by editing the data and scripts of earlier versions. While the original leaked Aegis exactly matched Gravity's servers, current copies of Aegis differ somewhat from Gravity's official servers."
So the first stages of Aegis were really stolen.. Which makes Aegis server's illegal... But I think the newer versions are legal because they rescripted the entire emulator.
In my opinion, eAthena is the best. The most up-to-date ro emu.
