Javascript popup thing

I had a code once I think it was in java script it allowed me to create a popup from a link and resize the window to my specifications it was like this..

Accept Decline

Accept activated the code and poped up a window of 250x300 (not actual size) loading index2.php, could someone tell me this code please as I cant find it xD

There's a generator here. And btw, popups are annoying. I don't think they're the answer to your problems, and might even drive your users away if you use them improperly. Oh and when you follow my link, you have to wait 15 seconds to be transfered to the page I'm talking about. ;)
