Firmware doesn't really matter anymore so go with whatever you want. I sold my PSP the other day though as to be honest the novelty wore off pretty quickly and I just never used it.
Firmware very much does matter.
Firmware version 1.5 has a serious flaw, due to that flaw it allows the PSP to run homebrew programs, they range from loaders (to load "back-ups) to lots of emulators, to programs to run DivX videos.
A while ago they found some serious flaws in the latest FW's, but 1.5 is still the best FW to have.
Using those programs are extremely easy, you just put them on your Memorystick, you go in the Menu to Game, then to Memory Stick, and you will see all your programs there, ready to load.
There is no risk involved, no modding or anything like that.
If you want to buy it from Ebay then i'm not going to stop you, but personally i would find someone local and go there to buy it, that way you can be certain it's Firmware 1.5 (ofcourse make sure they show you it's 1.5)

So what is firmware? something that allows you to use illegal games or what ever? Since my friend has one, he only uses it to listen to music and watch dvds on the go.
firmware is the "operative system" of the PSP, but you can't just run anything in it, it has to be allowed by sony.
Not completely true, it has to be technically allowed by them, but there are ways to circumvent that.
