OB Datebase Error

Everything in Kobold is thus far is running very well, I can connect, my firends can connect, it works via LAN, XP is working just dandy however:

Some Quest Objects do not spawn on there intended creatures, some areas are compleatly unpopulated, there are a number of NPC's who's name and dialogue is missing and I get this error when loading the server that I am making the assumption that it has something to do with it.

If anyone could tell me how to fix this, or explain why I receave this error message I would be very much obliged.
