Seeing very strange behavior with my Mangos sv...

I have a little server set up for myself and a few other people to mess around on, but I've been experiencing some really strange stuff, and I'm not really sure what to do about any of it. I got just about everything from the Mangos sticky at the top - Mangos v2831, SDB 0.5.3, and the 1.12.1 DBC's. I extracted the maps myself with the latest Ad.exe extractor from the same sticky only because downloading a file that size can be a problem for me in my current situation.
I didn't have any issues whatsoever actually getting the server running - it's up and stable, and we're playing. However, here are some of the things I've been seeing -
Certain talents aren't providing the inteded effects. For instance, I rolled a rogue - Dirty Deeds isn't taking 20 energy off of CS, Camo isn't taking 5 seconds off Stealth cooldown or adding to stealthed movement speed, and Improved Gouge isn't adding 1.5 secs onto the Gouge timer. Ruthlessness and Relentless Strikes do not seem to proc at all.
Some abilities do not go through with their cooldown, namely Cold Blood. I log in, use it once, and then the button stays grayed out until I log out and log back in.
Combo points are being generated out of nowhere. I sit there and hit mobs with auto attacks, and combo points start stacking up...
Every now and then all mobs turn yellow and become non-aggressive. I ran around Searing Gorge, Burning Steppes, and BRM, and didn't get aggroed by a single thing. Logged out safely in the middle of a bunch of orcs, logged back in, and got swarmed.
I decided to run solo through BRD, and something is definitely up with the instances. All the doors are gone. The Shadowforge Lock is missing. The braziers in the Lycaeum are missing. The little bridge where you would normally jump out the window for Emperor speed runs is missing. Magmus is wandering around in the Emperor's throne room, and the Princess never aggros you.
Furthermore, I did the Attunement to the Core quest while I was down there, and when I turned it in - nothing happened. The guy wouldn't even talk to me anymore.
I also ran through LBRS and UBRS... all doors missing, none of the scripts trigerring, bosses wandering around in random places. In LBRS, the guy up on the ramp close to the entrance who gives you the UBRS key quest is missing. Outside of BRS, the Quartermaster who drops the note for BWL Attunement is also nowhere to be found.
Let's see, what else... I'm not getting certain actions that are associated with skills. For example, I get the Gun and Bow skills and yet I do not get the Shoot Gun/Shoot Bow actions.
Mobs don't hold aggro - sometimes I find myself dropping out of combat right in the middle of a fight.
Mobs, namely boss mobs, don't seem to be using any abilities aside from auto attacks. No debuffs, nothing.
Falling damage is absurd... jumping off of the smallest incline will result in several hundred points of damage.
There are lots of little things going on that are really confusing...
