help needed: launcher and registration page

Launcher:

I got Awebs launcher. Thing is, I want a launcher that people can get but won't have control over. I don't want to send my launcher.ini file to all the players everyday i do an update. I just want them to have the launcher and that's it. I'll control everything. Anyone got a solution to this?

Registration page:

Got wamp to work, edited the files. file://localhost/C:/wamp/www/index.php works fine (actually, when I test it out, it stops at 62%) but how to make it work on a website. How to put the registration page on to a website?

For the launcher you either have to code your own or wait for someone to release a better one.
