if you mean fine, then i'm pretty sure they already do (and bans).

Alot of top athlete use steriods and such, its just all about knowing the cycle times for each steroid you are taking and how long its reminants stay in the body. Only the ones who havnt done there research get caught.
Drug users should definately be banned from professional sports, however, I don't believe performance enhancing drugs should be on the controlled substances list.
Steroids are perfectly fine to use outside of paid sports, when used correctly and with the respective supplements to aid the side-effects. It's when people abuse them, that's when they cause health problems. This applies to any drug though - like alcohol, nicotine etc... Also, if steroids were legalized, then people would be able to get a hold of them, safe in the knowledge that what they were buying was the actual product, not some shady half-assed effort by a two-bit drug dealer.
Alot of steroids, especially injectables, stay in the blood for many months (usually 4-6+), so it's pointless "learning cycle times" because even if you cycle the drug correctly and then stop taking it, you'll still have evidence of usage in your system for up to half a year... There are some oral ASS which only stay in the system for about a month, but they're not as effective as injectables by a fair margin.
Also, the majority of professional sports organizations adopt a random screening policy, so you can be called for testing at any time and face a fine for missing it. Meaning the people who get caught aren't the ones who haven't researched the substances, it's the ones who get unlucky.
The universal answer is gonna be "BAN" ..
And obvious. No one would want to give the other person an unfair advantage unless they wanna prove a point there.
