Mysql Error 111

Hey Guys,

I set up an account registration page using SPORA for my antrix server, but for some reason its giving me this error when i go to the site: I'm running windows vista ultimate, and ive been to command prompt with "mysql -u username --password=password" but it doesnt work, saying "'mysql' is not recognized as an internal or external command, an operable program or batch file."

"Error: Unable to connect to MySQL server. MySQL reported: Lost connection to MySQL server at 'reading initial communication packet', system error: 111."
