man the website work for you obviously -.- cause its local host,or it work in lan too -.-
but external it isnt working....
check u firewall,ports,and if u are betwen a network maybe u dont have real IP adress ,for that contact the administrator of network ;) or maybe the ports are closed in router ;)

I don't have a firewall,router, and that ip worked for all my private servers? So why not now?
