Mangos - wrong locale

Mangos thinks I'm in Germany. It's been giving me German text when it changes chat channels when I travel and that was only a minor issue. Today when I did an update I tried to force it to English in the config file. It told me it autodetected my locale as 3(German) and decided to use that instead. WTF? And now this has broken vmaps because it's looking for German file names. Resetting it to autodetect gives the same result.

Anybody know where the autodetect is done or how to force it to use English?
