Could need some help from PROs !! ^^

My problems are:

1. Nobody can finish tier4 quest because skillmaster wont appear.
2. Still clan error 58 !
3. Is there something like a launcher which automatically gets the new server ip because of a dns or something like that ?

I did but theres no search function any more. I tried to solve the clan problem witht the clan troubleshooting guide but still wont go -_- ! And skillmaster problem cant solve alone, only found 2 threads which dont help -_- !
