Help I can't connect

Hello plz i need help , I can not connect from LAN or WAN do not see the server,

I using no-ip adrress
I put Ip wore in Locator.ini, Server.ini in the dbo.status in the launcher and in the system.xml but can not connect
i have all port open

TCP 5100
TCP 6000
UDP 8900
UDP 7778
