Yeah pretty much. It's usually used in combination of Anime, Manga and Gaming, they're basicly hardcore fans and thus considered by people as along the lines of being a geek.

Oh, I used to watch this think by Jonathan Ross , which was about tokyo and fanatical fans of anime, hentai and so forth, hence how I learned the word, you know, I want to visit Tokyo one day.

My dad went to Tokyo when he did sort of a tour around the world thing. He went through Europe, across the USSR, through Mongolia, through China, and then into Japan and back.

Apparently all you can eat there is fried fish, more fried fish, sushi, and then more fried fish.
