mouse over issue

i finally went to the ascent wiki and compiled my own server and database. I even implemented collision. EVERYTHING is working fine accept when i mouse over npc's or walk near mobs i dont get info on the npc's... no custom cursor or their name / health. i have consistantly had this issue and i am getting really upset. i have spent the last 3 days reading EVERYTHING i could find and even stuff i couldn't find that people directed me to in order to finally getting a working server built, but the mouse over problem has followed me from day one. every build i have done except the repacked one have done this... what is the fix? a custom sql edit? how do you fix this?

oh and the delete the cache folder in wow directory this is very important.
