No, you won't be able to play them on your DVD player, but yes you can play them on your PC one of two ways
1) Setting your DVD players region code to america. This can only be done 3 or 5 times, after that you will not be able to change it ever again. Even in a different computer or from reinstalling windows.
2) Bypassing the region code via software. Due to the illegality of this I can't link you to one. Look around for it if you want it.
Failing both of those, buy a region free DVD player.
Depends on the region code of your player and the DVD. If it's the "ALL" region then it will work on your DVD player. Other wise it needs to be the same as your DVD player.
Though with you being in Europe it wont be very likely. Usually DVD's are only in 1 region or they are in the region that the format is in. Like with US DVD's they are either in region "1" or all the regions that are NTSC. Same with the European ones. They are typically either in just their own region or all the PAL regions.
This also applies to BluRay disks also. They are either Region A, B, or C and you can't mix them up and the regions are down to ATSC, DVB, and ISDB.
HDDVDs are region free and are being discontinued after this year.
