It isn't going to happen on air. If you want silence then be prepared to spend $700usd on a new case and a good water loop. That's the only way. Even then it wont be that silent as the PSU will still be loud. A silent PSU will set you back another $500.
So are you up to spending the cash on it?

I'd buy a few large silent case-fans and go with a TRUE and a passive GPU cooler and put 120mm fans there. Then get some "dampening material" to use inside the case. Additionally I'd open up my PSU and lower the volt on the PSU fan. But you gotta have REALLY good case ventilation for it to work out.
This is alot cheaper then NoPeace suggestion but wont be as silent/well performing and you will loose warranty of the PSU.
Sad that NoPeace is a nub.. Of course you can't get it 100% silent.. But 20 dBA vs 30 is big and I mean its huge.. Not like 50% increase but more since you don't hear much under 20..
Anyways I will tell everyone how it goes with out spending 10000's on it.

The noctua fans are completely silent in all honesty, I have one of the 800rpm ones and with my ear to it I can hear nothing. The downside is that it puts out nowhere near the rated 59CFM. So the higher up rpm versions are better.
20dB is 3x louder than 10dB.
to silently and well cool 8800gt+q6600 you will need a giant case - i mean giant

problem is that the slower you push the air the less air gets outside of the case - getting caught behind everthing.
the bigger the case the easier for air to get from a to b
Who cares about a silent PSU? Its not really that important, unless you are like in a super ultra silent area xD

An air cooler just cannot cool a quad under low speeds. So you'll need to have fans run at least on medium to high settings. Then when you put them right against the fins of a heat sink you'll cause air turbulence. Which in turns causes more noise.
The most quite fans you can get are Yate Loons and they are shit for cases and heat sinks. They are only good on rads for water cooling. To cool an 8800 with a quad you are looking at needing a triple rad (or a dual thermochill rad) if you are using Yates to do it.

I also noticed something rather disturbing. Seems like there was some trapped air in the loop or something, it all got to the rad and now theres a few cracks in the top, from the inside out :/ Fortunately they havn't cracked all the way through the plastic but I'll have to keep an eye on it.
wow cable management is crazy :p guess you dont have to worry about it much with the water cooling.
Yeah, my cable management REALLY sucks, but also I don't have to worry about it that much =). I wanted to make holes in the mobo backplate to run the cables round that side of the case, but in the end I thought it was too much hassle so I left it.
wow your cable management is bad. But ive seen MUCH worse. like my PC before i did management. it was idle at 40C. now it idles at 26-30C
