take a php course at university...
Take a course,
Read tutorials,
Trial and error,
Read books,
Read e-books,
Maybe get someone to help you with a certain idea. Eg (using Hero as an example purley as he posted above): Say you wanted a login system, you could ask Hero how to do it; read the sql database, insert data etc.
Look at existing code's by other authors and study them.
