No, in the past i had that console, is a trainer made by sulfin that calls a GunZ Function to show the InGame Console, if you open the GunZ.exe with ollydbg there is a lot of functions of the consoleQuote:

OWS made a Admin Console.dll and I think Sulfin made a trainer that had the Admin Console.dll made in it. And functions as in the console commands.
what a pro hacker any way do you have any idea what happend after sulfen created the trainer?
