So confused?

I am so confused on all this.
Okay, first off, this is what I know, correct me please. 1. What is this? A leaked version of the REAL servers NCSoft uses? 2. Hicks guide to setup? Is that to make a "website" so you can go to and create an account, and a database for all the accounts? Is there something like MySQL client I need to install on the same box? Can I use a My-SQL database from my website?
And where does it say how to actually start the server, and run all these .exe's?
If you get what I'm trying to say or asking, please help. Thanks.
