Well you seem to have gotten off to a bad start in the Cabal section. Posting the same thing in every section thinking it isn't going to annoy the poor soul who has to clean up your mess is mistake 1.
Double posting after 1 minute rather than using the edit button. Mistake 2.
Asking how to install the files (and hoping someone will sit on msn and spoon feed you step by step) without referring to at least one of several guides in the releases section. Mistake 3.
Now then. At this point i should be reaching for your infraction button as you have displayed complete disregard for the rules and the general spirit of what forums are for. The infraction button put a permanent bad mark on your record here in case you didn't know.
Instead of doing that we are going to play a little game which i think will give you some beneficial experience on how a forum works. The deal is this, before i even think about helping (i encourage other members to join me for now) you are going to complete 4 "quests". There are rules too so keep reading.
1. You will consult the Mahi video guide and my guides (at least). This quest has a subquest where you have to find the guides, but i will give you a clue that the forum has a level 99 "search" skill and is happy to let you use it. I will be asking questions to test your knowledge on these guides after the quests so i suggest you have them handy at all times for quick reference.
2. You will learn what your "lan" and your "wan" ip addresses are, which way around they are and whether they are dynamic or static.
3. You will learn exactly which rules you have broken and quote each of them.
4. You will write a short essay of no less than 50 words on why we should help sombody who uses bots learn how our servers work (great screenie by the way).
The rules are until you have completed all 4 quests you may not start a new topic in any of the Cabal sections here at all. You cannot reply to any topic in any Cabal section other than this one, and you may not even do that until you have completed quests 3 and 4 above.
If you successfully complete all 4 quests not only will you be rewarded by escaping a deserved infraction, you will have gained a lot of valuable knowledge about running Cabal servers. You will have at least some of the basic knowledge you need so we can help you and you will even gain the bonus reward of me not completely ignoring every post of yours in future (probably not a good thing).
Break any of the rules above and you will gain the infraction i am offering you a way out of, i will also be very unlikely to offer you help in the future and you will have cost yourself a whole lot of valuable knowledge. It would probably cost you the respect of most RaGEZONER's too for failing such an easy set of quests.
Silly i know, but i think it's pretty fair.

I'm 14 years old and got a cabal online server. You can even be 10years, only if you use your brain everything will works fine.
The quests are easy to complete. The whole reason we have video guides is so people whose main language is not English can follow them. My own guides have loads of images for the same reason.
Get your friend to help you with what i said to do and i know you will both get much further than you think ;)
