Two Computer Setups - Which one is better?
Goal of the PC: The intended goal of this computer is to withstand Mass PvP (60+ people) with a decent FPS in Lineage 2. Additionally I want to make clan videos for my clan so it needs to have decent FPS on medium or high settings.
1st Setup:

1st setup, then again i cant see wether that has a fan... btw why quad core? you'd be better off with a 45nm dual core for gaming

Setup 1, but remove the sound card, change HDD to a seagate, do not buy vista ultimate, and you will then have enough money to upgrade GFX card to a 3850.

Yeah the Q6700 in setup one does not come with a fan. So that worried me a little bit. Also there were many complaints about the 500x power supply dieing a month or so after it was purchased.
P.S. Wouldn't the extra Video memory in the second setup help for the mass PvP?
P.P.S I have $1200 to spend on this machine.

the 3650 is a budget card no two ways around it, 1gb mem is overkill. its not a bad card i owned one while i gathered some cash for a 4870, but for an ati card you really need to be looking at a 3850 at least if you want to be able to use it for a good while

What the F is a biostar motherboard.
3650 is kinda "low budget" of the 3000 series. I recommend you to buy an Nvidia anyways, 8800 or so. I have an ATI myself and the drivers suck hard.

... How exactly is the Q6700 not coming with a fan? The fan is in the box for crying out load, please dont tell me you are buying an un-boxed CPU...
Also if you have $1,200 to spend on it, get a 4850 instead them. costs a little extra but in the future you can buy a 2nd one for VERY good performance.
Generally i do not buy PSU's that come with the cases, they never last long (my brother's died after 1 year but that only lasted so long cos it was a thermaltake PSU). I recommend you buy them separately if you can.

Retail vs OEM. Retail comes with the fan, OEM just has the CPU

I actually had no idea they had OEM components... Anyone who uses it would still need a fan, even though i must admit the C2D stock fans are horrible to attach. I wish they sold them here, i would love to get a cheaper CPU without the stupid stock fan so i can use a zalman.

likely hood is they sell them as oem so people can buy after market coolers and not have a stock one just lieing around

I think I will take Rishwin's advice on the video card, and change the Video card in the second setup to Sapphire Radeon HD 4850 Video Card - 512MB GDDR3. PCI Express 2.0 x16, CrossFireX Ready, (Dual Link) Dual DVI, HDTV, HDMI Support, VGA Support
And yes, the Q6700 was OEM, Tiger Direct apparently doesn't have the retail version of Q6700

I wouldnt use Vista Ultimate.
Use one of the less ressource stealing Vista's.

Not really, I like their user friendly lay out. They are known for cheap prices and good customer service.
