that link is fucked up, this link - http://rapidshare.de/files/38493212/FRM.zip.html contains the missing DLL.
This has been posted many times before... Still don't see why people are asking for it, and why a new thread was needed...

It looks like a virus signature but it is not. I get the same error when using WPE. just ignore it. It has a signature like a Trojan or a Backdoor Virus. sadly this is not the case.
