What I got from google:

You pay $1 to raise the final price of the item $0.01, and the final bidder gets the item at the final price. So if a Nintendo DS is up, and people raise the price up to $3.50, people have already paid the site $350 in $1 increments, and the final bidder just pays an additional $3.50 for the item. Bit of a gamble, but you could come out ahead.
