1.Are there any programs Like Adobe that are free
2.Do they have tools which are Like Adobe
3.Can you make sweet images with them?
4.Are there any tut's for the program

Open Canvas. But thats more for people that draw all of their stuff, and don't rely on pre-made filters. So if you don't know how to do it by hand and need all the filter and render crap, you'd need photoshop. ;P

Paint.NET is okay.
But photoshop is the only one with made filters.
Panit.net has filter but not as many as photoshop
Is it Good enough to make Nice sigs and ava's?
Use GIMP, It is the best free program, It has filters and everything.
