There is no guide on how to make a website. There are only CMSs. A CMS provides all of the files you need to have a website up. All you have to do is change the configuration files. You can find these usually in the release forums depending on what emulator you are using.
K making one would be ALOT of work even if you have A LOT of knowledge of coding language such as PHP.
As GrandCruiser said: Take a look in the CMS section. There are alot of really cool lay-outs and you don't have to change a lot for it to work.
I'll submit some in my opinion very cool CMS ^^
PS. Always keep in mind there are different stuff for MaNGOS and Ascent ^^
Would get funny errors if you used a for MaNGOS coded site for an ascent server :D
