[HTML] 3 Quick Questions

Question 1:

I want it so the footer image, and header image are connected with two lines on each side. That grow when you add more content. How can I add this? (I want it like the current border glow color)

Question 2:

I want it so the whole page has it's own background, but once I get the answer to Question 1, I want that area (where the content is) to have a separate background (a different color). How do I do this?

Question 3:

In the header image, those 4 little balls are supposed to be links. How can I make them each separate links? Just cut them individually in photoshop, re upload to FTP, and add a link to each image? Or is there a way in HTML to cut it?

I'm not interested in using other programs other than notepad. That's all I ever use. I'm just looking for a code for these things.

You should use notepad only for php code or simple html code (like the head)

Yeah, but can you answer Question 1, 2 or 3? Other than telling me to use another program.
