[Release] Mailing System

credits to saints

In-Game Mailing System ( Using Notes ).
a. It checks if the recipent entered is vaild.
b. Charge 1000 mesos per mail sent.
c. Open inbox feature + send mail through notes.
d. Checks For Syntax :D

This is a command, you can add it to your player commands or whatever.

EDIT: sorry I set the command to "@" you can change it however you like.
On default: @mail inbox -> checks for notes, @mail send < recipent > < msg > -> sends note.

And if you cant compile for the system itself - too bad, all the fixes were mentioned at valhalla.
