Custom Trainer Problem

I am making a custom trainer for my server that teaches how to do the Brown Horse spell.

I have everything imported in creature_names, creature_proto, trainer_defs, and trainer_spells.

Yet when I right click on the npc, the Training interface opens up but has no spells.

My creature_proto is fine because it's npcflags is 16 for trainer.

It is arcemu repack, 2.4.3
