download steam, install it, make a new account (or use the existing account), click on games, click on counter strike, if you havent got cs, you need to buy it thru steam, or a retail shop and enter the serial number, and vioala!!

as for RZCS, if your talking about the US version, it went down due to clan currption
same for the UK version
