need help with skills and more

hello i need some help:
1. how to configure char stats? ( i need to add more atck speed, cspeed, crit rate) where i can do that?
2. why on interlude ( l2j free final rev) some chars dont have all skills (eg. titan does not have rage)
pls post some info where i can fix that

1 question go to gameserver/config and there you can find max atck speed i dont remember in what file but its there.
2 questions maybe some skills not finished in stats/skill or maybe skill added in passive.
