No Npc in my server

ok well i've been looking for this for like a cuple of days and i can't find it!!!!
well in my navicat it the Spawn_Npc there is no data at all so when i log in the server there are none and i can't find where to find then somone please help, give me a link :DDD

ok... and where can i find one? and if i do will it erase all the chars in my server already made??

then drop the accounts and characters and all related to characters

then apply the new database then apply the databases that you drop
