Make sure ip is correct :S, and make sure it is a static ip and you use network ip. port 80 is needed for clan system and 10009 is needed for something i know that but im not sure if you have to open any others, hopefully someone else can help you with that. Your .exe also needs ip change aswell.

If you have a good Firewall installed, you can see what port your server want for connection.
If not, maybe download process explorer made by sysinternals. This can give you the information you need.
If you know the port, you should test the port connection.
There are websites they can test the connection on a specific port.
I dont want post a website, since i duno how save they are, but i used once one in school. hehe
Now i know that my school block all ports they dont need, so i cant run a test server there lol.

I use TCPView by the same great coder Mark Russanovich. Look for the Destination IP & Port from the Client, and Source IP & Port on the Server.
These two should be the same, else you need to Hex one.
Common PT ports are 10007 (Production servers) 10009 (Test servers), but we have hosted here servers and clients set to both of these, and you can Hex into either one any port you like. (Best use something over 1024 though)
Port 80 is used for the Clan system, and for SoD / Bellatra, but you could change that too. ^_^ Everything else goes via the 10007 - 10009 port that your Server.exe opens.
@Sumomo: I used to admin a School Network. I'm very pleased to hear that your School also blocked all non-essential ports. Aside from port 80 we only had a couple of ports open for specific server applications, and they where limited to the server machines controlled by the Gateway computer. We also blocked all IMs, eMail (except via our own server), file shares, ftp, Anonymisers, Proxies and Social Networking sites. Not to mention "Adult" sites. :wink:
