The NPC isn't bugged... You have to be level 50 and at least class rank 5 iirc. lol, you were trying to say you can do all this stuff with the client/server and you can't even figure out simple stuff like this XD

there is no problem with the npc, you just don't know how to play.
I have never seens a single report of the npc being bugged and the only possible reason i can think of is your enc files don't match the server data. Lost-Spirit's patch data in the releases section are known good files.
The only other thing i can think of is you leveled your char using tools rather than doing the quests and one of the quests you bypassed is stopping you using the warp. I don't think there is any restriction there though (i can't be totally sure without testing).
