Nobody can translate that... it's not in any language. Please change the codepage before copying to clipboard to which-ever codepage is native to that file... presumably Korean or possible Japanese.
Aside from that, it looks like a monster / npc file. In which case, it's just the figures for AP, Def, Abs, Special etc... which figure is which will be shown in your monster / npc editor on your server, and if you server still uses Korean data files, translating will break it.

Yea those symbols cant be translated into anything as your computer basically doesnt know what it is.

My guess? It's a mistake on their part.
Usually, when building a game client you assign each NPC and each monster a .ini file like this. Then you run the client, and it creates a binary .inx file from that. (supposedly it can read that quicker)
Then you delete all the .ini files and release to your players.
The only one left in my client is ji_woo (Guide Ryan?)

But the original .ini format is documented here abouts. Check the search option, I'm sure you will find it.

Not yet! Well i have done research into the phoenix pet and it seems you have to have configuration for it client side not server side. Also you will ned to add a new section and either make sure you make the correct routines for the pet easiest way is to look at uPT analyse the client, check whats different between a standard game.exe (blood) what needs changing.

You can try to replace that Little Bird also that bird lvl 1 - 10 with P-Pet and change the lvl req. to 100 - 120 or whatever you want.

but then i dont have the little pet..and UniquePT have a item like a core and when you press on it the bird apear and she have time left so its much diffrent from the little bird but thx anyway =]
