It's just a glitch, you can also just go back to the map, let some monster do a ice attack on you, run away. It should go away and then warp to town

It's normal. The blue tint indicates that you are affected by an ice attack. The more ice / frost defence you have, the less likely you will get the effect, and the shorter it should last... I think. But it's not well documented.

Should slow regeneration and attack speed AFAIK. The effect is not removed by death, only over time.

Unless the tint persists beyond the time that frost damage should be active (and that seems to happen randomly) it's normal, and not something you should look to correct.
