jewels in 1.0N server

I have a problem on the server when I improve things with jewel of Soul it is just falls same with jewel of life

and in my MuServer files appears that

CZFSoulSuccessrate = 100
CZFfortunatesoulPotionSuccessrate = 100
CZFLifeSuccessrate = 100

what do you mean that it falls same with jewel of life? can you explain it? is it that it fails? or?

if ihave item +6 so iput on that jewels of soul or life so it is came to +5 than +4 but not +7 same with lifes and iput 100 in the rate
