This sounds like a user issue, not a development one. If it's interpreted correctly, it should be directed to the server admins on their forums, as details may vary from one server to another... Otherwise, if my understanding is wrong, and it is indeed a developer issue, then the question is meaningless, because it is lacking any context to which it could be applied.
